An overfull certificate overflows into an appendix instead of being refused

• A certificate’s page 1 overflows into an appendix instead of failing the issue. A heavily documented work could exceed what the first page can carry, and issuing was refused. The document now carries the surplus in an appendix, with the printed cross-reference that lets a reader tell a moved block from a missing one.

The template moves to cert-v5. Certificates already issued remain valid and verifiable as they are: verification checks the text of the whole document, and accepts every generation from the fourth onward.
